Biography

Holds the Presidency of the Electronic Government Network of Latin America and the Caribbean (GEALC Network). In his capacity as General Administrator of the AIG he acts as Secretary of the National Council for Government Innovation, Chairman of the Service and Universal Access Advisory Board, member of the Competitiveness Council, Vice President of the AIP Infoplazas and participates in Board meetings of Trustees of the National Competitiveness Center.

Former President of the Chamber of Commerce, Industries and Agriculture of Panama (2012-13) and Former President of the Institute of Corporate Governance - Panama (2009-12), Director of Empresas Aliadas, S.A. He also held the position of Chairman of the Board of Directors of the Private Sector Council for Educational Assistance (CoSPAE) during the period 2001-03 and is currently a member of its Board of Trustees. He was a member of the Board of Directors of the National Secretariat of Science and Technology (SENACYT) and the Board of Trustees of the National Center of Competitiveness on behalf of the Chamber of Commerce, Industries and Agriculture of Panama.

He obtained his Engineering degree from Worcester Polytechnic Institute, E.E.U.U. and a Master's Degree in Business Administration from the University of Rochester, E.E.U.U. He participated in the Advanced Management Program of the Kellogg School of Management at Northwestern University in Chicago IL.
