From 1993 to 1996 he worked in the Argentine Foreign Ministry on issues of trade in services within the framework of the World Trade Organization (WTO). Between 1997 and 2008 he was successively a consultant, head of satellite affairs and international relations manager in the national communications commission of the Argentine Republic. As of January 2009, representative of the International Telecommunication Union (ITU) for South America with responsibility for telecommunications development projects in the region.
